摘要
习近平总书记在党的二十大报告中提出“建设宜居宜业和美乡村”,让农民就地过上现代化生活,实现上述战略目标,各类返乡入乡创新创业群体是带动乡村发展的主力军和生力军。返乡入乡创新创业群体在农村产业、农业科技、环境整治、乡村治理等方面的“嵌入”,彰显了返乡入乡创新创业者的自我价值,实现了乡村振兴的战略价值,盘活了农村集体资产的市场价值,优化了乡村治理的政治价值。培育壮大返乡入乡创新创业群体的路径包括:利用乡村土地资源,造就更多现代农业种养殖经营主体;立足乡村山水风光,造就更多的文旅融合建设主体;发挥技术技能优势,造就更多的数字农业服务业主体;借助制造业回流,造就更多的乡村企业家或小业主主体;依托乡村创业产业园,培育造就更多的农业园区创业主体。培育壮大返乡入乡创新创业群体的政策支持,一是加大涉农要素供给支持,形成创新创业激励机制;二是提升创新创业双向认同,营造组织归属氛围;三是完善公共服务体系,优化乡村创新创业环境;四是创新人才培训模式,满足乡村产业发展需求;五是积极推介乡村项目与亮点,提升创新创业的预期与成功率。
In the report of the 20th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed to build a beautiful and harmonious countryside that is desirable to live and work in,so as to let farmers live a modern life.To achieve the above strategic goals,all kinds of innovative and entrepreneurial groups returning to rural areas are the main and fresh force in driving rural development.The“embeddedness”of returned innovation and entrepreneurship groups in rural industry,agricultural science and technology,environmental improvement,rural governance and other aspects highlights the self-worth of returned innovation and entrepreneurship groups,realizes the strategic value of rural revitalization,enlivens the market value of rural collective assets,and optimizes the political value of rural governance.The ways to cultivate and strengthen the innovative and entrepreneurial groups returning to the countryside include:making use of rural land resources to create more modern agricultural breeding business entities;based on the rural landscape,creating more cultural and tourism integration construction subjects;giving full play to the advantages of technology and skills,and bringing up more subjects of digital agricultural service industry;bringing up more rural entrepreneurs or small business owners with the help of the return of manufacturing industry;relying on the rural entrepreneurship industrial park to cultivate more entrepreneurs in agricultural parks.The policy support for cultivating and strengthening the innovation and entrepreneurship groups returning to the countryside is to increase the supply support of agricultural related factors and form an innovation and entrepreneurship incentive mechanism;second,enhance the two-way identification of innovation and entrepreneurship,and create an atmosphere of organizational belonging;third,improve the public service system and optimize the rural innovation and entrepreneurship environment;fourth,innovate the talent training mode to meet the needs of rural industry development;fifth,actively promote rural projects and highlights,and improve the expectation and success rate of innovation and entrepreneurship.
