摘要
采用文献资料法,对美国独立以来竞技体育发展中社会和市场力量的成长轨迹、特点、政社关系及作用的调整等进行梳理。研究认为,依据竞技体育发展中政府与社会、市场力量间的作用与关系,其成长轨迹可以划分为3个不同的阶段。其成长特点表现为满足多元主体需求以拓宽成长通道,在政府的帮助下破解重要资源困境,自治性发展中政府的适度调控,充分利用市场机制提升自身造血功能,并呈现了“强社会、弱国家”“强国家、弱社会”“强社会、弱国家”的政社关系及作用调整的发展演变格局。新时代我国竞技体育发展中社会和市场力量的发展需坚持以人为中心,服务于多元价值主体,供给多元竞技体育产品;以办训、办赛为突破口,进一步调适我国竞技体育发展中的政社关系;协同多元主体参与治理,推进我国竞技体育治理体系和治理能力现代化;遵循市场竞争规律,增强资源整合能力,提升自我发展的造血能力。
Using literature method,this paper sorts out the trajectory,characteristics and the adjustment of the relationship and role of government and society of the growth of social and market forces in the development of competitive sports since the independence of the United States.The study shows that its growth trajectory can be divided into three stages according to the interaction and relationship between the government,society and market in the development of competitive sports.Its growth characteristics are as follows:meeting the needs of multiple subjects to broaden the growth channel,solving the dilemma of important resources with the help of the government,the government’s moderate regulation in the development of autonomy,the full use of market mechanism to enhance their own blood-making function.It also presents the evolution of the development pattern of“strong society,weak state”,“strong state,weak society”and“strong society,weak state”.In the new era,the development of social and market forces in the China’s competitive sports should adhere to people-centered,serving multiple value subjects and supplying multiple competitive sports products;take running training and tournaments as a breakthrough to further adapt to the relationship between government and society in the development of China’s competitive sports;collaborate with multiple subjects to participate in governance and promote the modernization of China’s competitive sports governance system and governance capacity;follow the law of market competition,enhance the ability to integrate resources and improve the blood-making capacity of self-development.
