摘要
“数智化公共服务平台”供给生态圈是基于新一代信息技术构建的公共服务供给生态系统,具有数据化、协同化、交互化特征,可分为核心主体、支撑主体和边缘主体三类。从核心转换逻辑、模式共创逻辑、关系演进逻辑与技术转向逻辑四个层面可以提炼出“数智化公共服务平台”供给生态圈建构逻辑理路与形成机理,明晰“数智化公共服务平台”供给生态圈构筑发展的前提要素、必然条件、支撑条件、基础框架与动力保障,形成“信息圈”“主体圈”“工具圈”“组织圈”“价值圈”于一体的五“圈”融贯协同,实现不同圈层的交叉融合、横纵联结和迭代更新,提升公共服务治理智能化、智慧化供给能力水平和集约建设智慧服务圈。
Based on the new generation of information technology, the “digital intelligence public service platform” supply ecosystem, featuring digitalization, collaboration and interaction, is a public service supply ecosystem and divided into three categories of core subjects, support subjects and edge subjects. The logic and formation mechanism of the supply ecosystem of the “digital intelligence public service platform”are summarized from four levels, which are the logic of core transformation, the logic of model cocreation, the logic of relationship evolution and the logic of technology transformation, clarifying the prerequisite element, inevitable conditions, supporting conditions, basic framework and power guarantee of it at the same time. Meanwhile, “information circle”, “main circle”, “tool circle”, “organization circle”and“value circle” are going to be integrated and coordinated to achieve cross-fertilization, horizontal and vertical linkage and iterative renewal of different circles, which has a great significance to enhance the intelligence of public service governance, the level of wisdom supply capacity and the intensive construction of intelligent service circles.
