摘要
信息技术应用形成的智慧治理样态,对基层治理体系及其运行产生了深刻而微妙的影响。智慧治理是信息技术应用的高阶化阶段,既有研究不仅肯定了智慧治理的积极作用,也指出了智慧治理华而不实的问题,巨额的资源耗费、烦琐的治理规则、复杂的技术壁垒、普遍的部门抵牾、多元的应用弊端等使其呈现明显的笨重性。B镇“一码通用”系统的实践案例探索出轻便的智慧治理形态,具有管理事项精细化分类、管理人员灵活化配置、系统终端协同运营、不同事项分级管控、重点区域弹性调整等特点,通过清晰灵便的规章制度、精细简约的运作流程、事半功倍的资源投入、操作便捷的系统软件、灵活运用的系统数据等运行机制,取得了良好的治理成效。作为敏捷治理的实践形态,“轻便的”智慧治理既为基层治理改革和创新提供了灵活便捷的解决方案,也为推进常规性的智慧治理建设提供了重要启示。
The intelligent governance pattern fonned by the application of information technology has a profound and subtle impact on the grass-roots govemance system and its operation.Smart govemance is a high-level stage of information technology application.Some studies have affirmed the positivc rolc of smart govemancc and pointed out the problems of smart govcmance.Its huge resource consumption,cumbcrsomc govcmancc rules and common technical barriers show obvious stupidity.The practice case of the"multifunctional QR code"system in town B explores a light and intelligent govemance form,which is characterized by finc classification of mattcrs,flexible allocation of pcrsonncl,teminal collaborarive operation,hierarchical management and control of matters,and flexible adjustment of key points.Through clear rules and regulations,simple operation process,convenient system softwarc and other operation mechanisms,good govemancc results have bcen achicved.As a practical form of agilc govemance,light smart govemance provides flexible and convenient solutions for grassroots govemance reform and innovation,and also provides important enlightenment for promoting conventional smart govemance construction.
