摘要
农村能源在国家能源体系中发挥着重要作用,为深入探究现有农村能源政策的特征及不足,以1979—2020年国家层面颁布的相关政策文件为样本,采用内容分析法,从政策工具和政策目标两个维度出发,构建农村能源政策分析框架。以该框架为引导对政策进行量化分析,并在此基础上提出优化和完善农村能源政策体系的路径和方法。
Rural energy plays an important role in the national energy system.In order to deeply explore the characteristics and shortcomings of the existing rural energy policies,the relevant policy documents promulgated at the national level from 1979 to 2020 are used as samples,and the content analysis method is adopted from the policy tools.Starting from the two dimensions of policy goals and policy objectives,construct a rural energy policy analysis framework.Use this framework as a guide to quantitatively analyze policies,and on this basis,propose paths and methods for optimizing and improving the rural energy policy system.
