摘要
郑州“2021.7.20”特大暴雨造成了严重的洪涝灾害。对于这种远超城市排水防涝系统设计标准的极端强降雨,北京该如何应对?总结了北京城市排水防涝的现状和存在的问题,并从预报预警、应急响应、抢险救灾、灾后恢复等方面提出了北京市应对类似郑州“2021.7.20”特大暴雨极端天气的策略。
The torrential rain on July 20,2021 in Zhengzhou caused serious floods and heavy losses.How should Beijing deal with such extreme heavy rainfall that far exceeds the design standard of urban drainage and waterlogging prevention system?This paper summarizes the current situation and existing problems of drainage and waterlogging prevention in Beijing in recent years,and puts forward some suggestions to deal with the flood disasters including rainfall prediction and early warning,emergency response,rescue and disaster relief and post disaster recovery,in response to the extreme weather such as the“2021.7.20”rainstorm in Zhengzhou.
