摘要
新西兰是世界上第一个制定《生物安全法》的国家,也是植物检疫制度最为严格的国家之一。本文介绍了新西兰《生物安全法》的立法背景、主要内容、相关法律法规和植物和植物产品进境检疫要求,供植物检疫相关部门和农业生产部门借鉴和参考。
New Zealand is the first country to enact Bioseurity Act and has one of the strictest phytosanitary systems in the world. This paper introduces the legislative background,main contents,relevant regulations of Biosecurity Act as well as the import quarantine requirements of plants and plant products. It provides reference for quarantine relevant agencies and agricultural production departments.
