摘要
宗教治理是国家治理体系中重要的组成部分,其治理过程遵循着国家治理的基本原则.中国共产党十九届四中全会为我国国家治理体系与治理能力现代化指明了基本原则,新时代背景下的西藏宗教治理也必然需要遵循这些基本原则,并结合这些原则探索西藏治理路径.文章探讨了“坚持中国特色社会主义制度”原则、“坚持人民当家作主制度”原则、“坚持中国特色社会主义法治体系”原则对西藏宗教治理的指导与约束;从积极引导藏传佛教与社会主义相适应、传承中华民族优秀传统文化、践行社会主义核心价值观三个方面探讨了西藏宗教治理的基本路径.
Religious governance is an important part of national governance system,and its governance process follows the basic principles of national governance.The Fourth Plenary Session of the19 th CPC Central Committee has pointed out the basic principles for the modernization of China’s national governance system and governance capacity.Under the background of the new era,Tibet’s religious governance must also follow these basic principles and explore the governance path in Tibet in combination with these principles.This paper discusses the guidance and constraint on Tibet’s religious governance by upholding principles of"the socialist system with Chinese characteristics","the system through which the people run the country"and"the system of socialist rule of law with Chinese characteristics";it also discusses the basic path of Tibet’s religious governance from three aspects:actively guiding Tibetan Buddhism to adapt to socialism,inheriting the excellent traditional culture of the Chinese nation,and practicing core socialist values.
