摘要
海绵城市是城市建设的一种新理念,实现智慧化管控有助于提升城市管理水平。结合北京海绵城市建设与管理的实际情况,明确了海绵城市管控以服务海绵城市管理部门为宗旨,以支撑海绵年度建设任务考核、工作计划制定为首要目标,海绵城市智慧管控体系应包含信息采集层、分析处理层和业务应用层等3个部分。提出了智慧管控的框架,明确了建设原则和实施路径,海绵城市智慧管控体系的实施可按"自上而下、先内后外、近远结合"的工作思路开展,近期开展"布点、入库、建模、上图"等四项工作,远期实现"共享、融合、协作"等目标,旨在为海绵城市建设管理提供借鉴。
ponge city is a new concept of urban construction, and the realization of intelligentmanagement and control is helpful to improve the level of urban management. Combined withthe actual situation of the construction and management of the Sponge city in Beijing, thepurpose of Sponge city management and control is to serve the management department wasclarified, and the assessment of the annual construction tasks and work plan formulation ofSponge city were set as the primary goals. The three parts of information collection layer,analysis and processing layer and business application layer should be included in the Spongecity intelligent management and control system. In addition, the framework of intelligentmanagement and control was put forward, and the construction principles and implementationpaths were proposed. The implementation of the Sponge city intelligent management and controlsystem could be carried out according to the working idea of "from top to down, from inside tooutside, and near and far combination". The four tasks of "site layout, storage, modeling anddrawing" will be carried out in the near future, and the "sharing, integration and collaboration" will be realized in the long run. The research could provide reference for the Sponge cityconstruction and management.
