摘要
以2016年国家设立的第一批双创区域示范基地为研究对象,利用228个城市2013-2017年的面板数据,通过倾向得分匹配-双重差分模型,检验了双创区域示范基地建设对所在城市创新能力的影响。研究发现,设立双创区域示范基地对所在城市的创新能力、创新投入均有明显的促进作用。从区域看,中西部地区双创区域示范基地的创新促进效应更为明显。基于实证结果,文章提出了深入推进双创区域示范基地建设、合理规划双创区域示范基地布局、适度向中西部地区倾斜和完善政策促进创新能力全面提升和区域之间均衡发展的对策建议。
The paper takes the first batch of the innovation and entrepreneurship demonstratio n bases established in 2016 as the research object,and uses panel data of 228 cities from 2013 to 2017 to test the impact of the innovation and entrepreneurship demonstration bases on regional innovation capability with propensity score matching and difference-in-difference model.The study shows the establishment of the innovation and entrepreneurship demonstration bases can significantly promote the innovation ability and innovation investment of the cities they lie in.In respect of the regional differences,the innovation and entrepreneurship demonstration bases in the central and western areas significantly promote the innovation.Accordingly,the paper proposes that efforts should be made to promote the construction of the innovation and entrepreneurship demonstration bases,reasonably regulate the layout of the innovation and entrepreneurship demonstration bases,moderately tilt to the central and western areas,and improve policies to achieve the overall development of the innovation ability and the balanced development of different areas.
