摘要
民粹主义是当代大多数西方国家面临的重要问题。当代西方民粹主义在反精英政治诉求基础上旗帜鲜明地反对区域一体化、经济全球化,取得了令人惊异的表现。其实,早在30年前,西方马克思主义国际关系理论代表人物罗伯特·考克斯就在《生产、权力和世界秩序》一书中预见了今天西方民粹主义的反全球化倾向,并推测了反全球化的主张可能对世界秩序造成的影响。按照考克斯的霸权秩序理论,全球化是当代西方民粹主义产生的经济根源,民粹主义的反全球化运动会破坏西方国家的社会秩序,再由国内扩展至国际地对世界秩序造成深刻的影响。本文以当代西方民粹主义为切入点,在霸权秩序理论的框架下分析西方国家社会秩序的更替,进而分析其对世界秩序可能的影响。
Populism is an important issue faced by most of the contemporary Western countries. Due to the occurrence of successive black swan events in the past few years, such as the Brexit vote in Britain, Trump’s victory in the US presidential election, and Alternative for Germany as the third largest political party in the German Federal Parliament, adherents of traditional theories come to realize that a profound change of the world situation has taken place. Populism, based on anti-elitism, reveals its typical resistance to regional integration and economic globalization, and the astonishing truth is that it has made amazing performance worldwide. In fact, Robert Cox, an important representative of Western Marxist international relations theory, predicted in his 1987 book Production, Power and World Order -- Social Forces in the Making of History, Western populism’s trend of anti-globalization as well as its threats to the world order. According to Cox’s theory of hegemonic order, globalization is the economic foundation of contemporary western populism. Moreover, the populist anti-globalization movement will breach the traditional social order of Western countries, and then change the world order from inside out. This article will start with contemporary western populism, analyze the changing course of social order in western countries under the framework of Cox’s theory of hegemonic order, and then further explore the possible impact of the loss of social hegemony on world order in Western countries.
