基于基尼系数与信息熵权法的排污权分配评价与优化 被引量:5

摘要 为了充分发挥排污权促进总量减排、优化产业结构和提高企业治污积极性的作用,在对未来排污权分配的规划中,选择合理的优化方案是至关重要的。首先采用基尼系数法以水资源量、人口数量和GDP三项作为评价指标,对黑龙江省2016年排污权现状分配是否合理进行评价;再对未来的排污权分配进行规划,应用了基于非线性的优化和基于信息熵权法的两种优化方案。结果表明,黑龙江省可以选择基于信息熵权法的优化方案,分配得到的排污权更适合黑龙江省经济和环境的共同发展。 In order to give full play to the role of emission rights in promoting total emission reduction, optimizing the industrial structure and enhancing the enthusiasm of enterprises in pollution control, it is of vital importance to choose a reasonable optimization plan for the emission rights allocation in the future. Firstly, this paper used the Gini coefficient method to evaluate the status quo of emission rights allocation in Heilongjiang province in 2016 based on the three indicators,such as water resources, population and GDP. And then, it would regulate the emission rights allocation in the future. Two optimization schemes based on non-linear optimization and information entropy weight method were applied in the paper. The results showed that Heilongjiang province could choose the optimization scheme based on information entropy method, and the allocated emission right was more suitable for the common development of economy and environment in Heilongjiang province.
