摘要
[目的/意义]情报3.0时期,智能化情报工具、情报生产线以及综合研讨体系共同推动科技情报生产方式变革,科技情报行业将面临重大调整,甚至对社会整体发展产生影响。预判科技情报行业内外部发展方向有助于情报主体及其相关利益方把握机遇、迎接挑战,具有现实意义。[方法/过程]文章从情报生产方式变革入手,根据情报时差和情报时间价值特点判断情报生产周期缩短将使情报服务方式发生变化,并由此预见了情报服务方式改变对情报业、其他领域乃至社会整体的影响。[结果/结论]情报机构生产力的突破推动情报的使用范围和深度升级,从而改变其他产业和领域的决策机制,最终实现社会资源的优化配置。
[ Purpose/significance] With the advent of intelligence 3.0 era, the intelligent information tools, intelligence pro- duction line and comprehensive discussion system have jointly promoted the reform of intelligence production mode, causing signifi- cant adjustment to the scientific and technical （S＆T） intelligence industry and exerting an effect on the social develop- ment. Predicting the internal and external development orientations of （S＆T） intelligence industry is practically significant, as it helps intelligence organizations and stakeholders to seize the opportunity and embrace challenges. [ Method/process ] Starting with the reform of intelligence production mode, this paper finds that shortened intelligence production cycle brings changes on intelli- gence service mode according to the time differences and time value characteristics of intelligence. And thereby the paper forecasts the impact of intelligence service mode change on the intelligence industry, other fields and even the society as a whole. [ Result/ conclusion ] The breakthrough in the productivity of intelligence organizations will facilitate the upgrade of intelligence extent and depth, further change the decision-making mechanism of other industries and fields, and ultimately realize the optimal allocation of social resources.
