摘要
简要介绍了规划编制的背景,阐述了规划的关键技术路线和主要成果,包括:基本资料收集整理、涉水法律法规梳理、现状数据库和规划数据库建立、区域重点发展方向和水资源开发与保护要求分析、四大体系规划方案编制、重要水利工程概念性规划方案编制以及实施计划编制等。并从法律法规、上位规划、标准规范、利益相关方、信息化等方面总结了国外流域综合规划的关键问题。规划的实施可为厄瓜多尔人民生活水平提高、经济社会发展、粮食安全等提供水资源、环境和安全保障,有助于实现国家美好生活规划提出的系列目标。
The river basin comprehensive planning in Ecuador is the first Latin American government project independently un- dertaken by Changjiang Institute of Survey, Planning Design and Research. This paper briefly introduces the background of the national river basin comprehensive planning of Ecuador, presents the key technical routes and main achievements, including the collection of basic information, sorting out water - related laws and regulations, the establishment of existing and planned data- base, analysis on the direction of regional main developments and water resources exploiting and protection, the formation of four systematical planning, the formation of conceptual plans and implementation plans of key water conservancy projects. From the aspects of laws and regulations, superior planning, standards and regulations, stakeholders and informatization, this paper also sums up the key problems encountered in foreign comprehensive river basin planning. The implementation of this plan provides guarantee in water resources, environments and safety for the improvement of people~ living standard, economic and social devel- opment and food security in Ecuador, helping realize the goal of national prosperity and peoples＇good life.
