摘要
随着改革开放的不断深入和社会主义市场经济体制的不断完善,涉农纠纷日益增多,如何在全面推进依法治国的背景下,以社会主义新农村建设为契机,建立相对完备的法律服务制度,是我国农村法治建设必须面对和解决的问题。农村地区一直是普及法律的难点和法律服务长期被忽视的盲点,面临着法律服务机构城乡失衡、法律服务制度供需矛盾的实然困境,需要从整合法律服务组织机构、实现法律服务机制供需平衡等方面予以完善。
With the deepening of the Reform and 0pening-up Policy and the continuous improvement of the socialist market eco- nomic system, agricultural disputes are increasing nowadays. Under the circumstances of promoting the rule of law, how to establish a relatively complete legal service system with the chance of constructing socialist new villages, is really a problem that the rule of law construction in the rural areas must face and solve. Rural areas always have difficulties in popularizing the legislation and they are places that legal services have long been neglected. These regions are confronted with the real dilemmas, including the disequilibrium of legal service institutions between the urban and the rural and the contradiction between supply and demand of legal services. We must improve the circumstances by integrating legal service institutions and realizing the balance of supply and demand of legal serv- ices.
