摘要
认为行政管理上向旧体制回归及体制比较优势弱化是西部高新技术产业开发区第二次创业和可持续发展的瓶颈制约 ,分析了管委会管理体制的障碍和问题 ,认为在坚持高新产业和高新区发展市场化战略的基本前提下 ,应科学界定政府职能和其博弈行为角色 ,防止过度行政介入。市场失灵只是说市场的解题力有界而不是说无效。政府有效并不是说它可以替代市场 ,只能修复、补充市场机制。
The paper states that regression of old system of executive management is the bottlenecking block of the second pioneering work and development of western high tech industrial development zones.It analyses the block and importantance of management system of management committee,and views high tech estate and high tech zone market strategic as bassical prerequistie,should be given scientific standard of goverment function and role of game action, and should avoid exessive management intervention.The market being out of order explains that the function of market is in limited but not ineffective.A governor can renovate and replenish market mechanism but can not replace it. It is the bassical security of western high tech zones second pioneering work that the government external management harness and effective division and cooperation strategic of market autonomy mechanism is carried out.
