摘要
通过对社区预防服务的需要与提供、居民认知情况、需求意向与有偿服务需求以及社区基本预防服务项目的界定及其成本测算研究,提出了确立政府投入为主、多元化筹措的预防服务筹资模式,切实保障社区基本预防服务;讲求服务质量,提高预防服务效率,建立科学化管理程序;以需要为导向确定社区基本预防服务项目,结合需求提供有偿预防服务的建议。
On the basis of the analysis of need for and supply of community Preventive services, the residents' awareness, demand for community preventive services and paid services, and the identfication and costing of basic community preventive services, the following recommendations have been put forward: to establish the financing model depenging on government budgets for basic community preventive services; to guarantee the quality of services, improve working efficiency, and set up scientific management procedure; and to define basic community preventive services based on the residents'health need.
