摘要
高校的任务与性质决定了高校反腐倡廉工作的必要性和重要性。高校腐败现象的特点是:行政权力腐败与学术权力腐败并存,腐败人员的职务、职称较高,腐败的群体性、被动性较为突出。高校腐败现象的主要原因是制度存在缺陷、监督缺位、认知缺失。预防高校腐败现象,就要把握高校的特点,以加强对权力运行的监督和制约为主线,构建制度防腐、监督防腐、廉洁教育、廉政风险评估预警、落实党风廉政责任"五位一体"的腐败预防体系。
The mission and the nature of a university make it very important and necessary for the university to fight corruption andbuild a clean school. The main characteristics of university corruption are as follows ： Administrative corruption coexists with academiccorruption; the corrupt personnel are mostly hold higher positions in administration and profession; group corruption and passive corrup-tion are comparatively prominent. The main reasons which breed university corruption are the flaw in regulation, the laek in supervisionand the deficiency in cognition. In the campaign of preventing and combating university corruption, we should firstly seize the character-istics of university corruption, take the measures of strengthening the restraint and supervision on power as our aetion guideline and pre-venting corruption as our main task, and then build an overall anti-corrnption system for implementing regulation, supervision, educa-tion, early warning on risk assessment, and relevant responsibilities.
