摘要
社会资本作为一种资本,与自然资本、人力资本等其他形式的资本一样,是可持续发展不可或缺的支撑。社会资本不但可以作为一种资本使用,促进经济发展,还可以改变社会结构、制度、文化以及习惯。在现行经济发展模式与社会资本、民众幸福感下降内在关联的基础上,社会资本为解决可持续发展问题提供了一个新的工具。社会资本可分为结构和认知两个维度。在结构层面,政府应促进商业城市转向关系城市,推进公民组织的建设;在认知层面,应引导合理消费,从全能政府转向社会重建,提高劳动者工作满意度和个人幸福感。
Social capital, as an indispensable support for sustainable development, is as important as natural capital, human capital and other forms of capital. Social capital can not only promote economic development, but also change the social structure, system, culture and habits. Considering the interrelationship between the present mode of economic development, social capital and the decreased feeling of happiness,social capital would provide a new tool for sustainable development. Social capital can be divided into two dimensions: structural and cognitive. At the structural level, the government should accelerate changing commercial cities to relational ones and facilitate the construction of civil organizations while at the cognitive level, it is necessary to guide reasonable consumption, transform from all-round government to society reconstruction, and improve job satisfaction and personal happiness.
