摘要
采用共生度模型对山东省海陆经济统筹发展状况进行评价,发现山东省海陆经济统筹发展取得了阶段性成果,但目前陷入瓶颈期。为此,应实施"重点突破"的扶持政策突破发展瓶颈。提炼出海陆经济统筹发展影响因素体系,对问卷获得的数据进行聚类分析,研究发现:宏观经济环境下的GDP增速、人民购买力水平,政策制度环境下的知识产权保护水平、税收优惠力度、政府参与度,科技环境下的技术成果商业化水平,金融环境下的资本市场风险水平和资本市场活跃程度,人才环境下的行业人员素质是海陆经济统筹发展的关键影响因素。进一步针对关键因素提出促进山东省海陆经济统筹发展的政策建议。
Considering the importance of marine industry and land industry in the overall development of marine land economy,this paper adopts the symbiosis model to evaluate the condition of overall development of Marine Land economy of Shandong Provenience from 2001 to 2013. The result shows that the overall development of marine land economy in Shandong Provenience has obtained periodic achievement,however,it has been caught in the bottleneck period with a slow development currently. On account of the result,the study refines the influential factor system of the overall development of marine land economy from entrepreneurs＇ perspective,and analyzed data by clustering analysis. The result reveals that the GDP growth and people＇s purchasing power level of the macroeconomic environment,intellectual property protection level,the degree of tax incentives,the government participant degree of the policy regime environment,the technology commercialization level of the technology environment,the capital market＇s risk level and the degree of the capital market activity of the financial environment,and the industry personnel quality of the talent environment are the critical factors of the overall development of marine land economy. The study puts forward policy suggestions aiming at the critical factors that can promote the overall development of marine land economy of Shandong Provenience.
