摘要
在"大众创业、万众创新"的大背景之下,为进一步完善财政金融机制,保定市应科学制定财政扶持政策,在扩大财政资金的杠杆效应、拓宽科技型企业的融资渠道、健全担保保险机制、分散创新风险等方面加大对创新创业的财政金融支持力度。
By summarizing the measures on promoting peoples＇ innovation and public entrepreneurship taken by Baoding government, this paper analyzes the existing problems and supposes that fiscal fostering policy should be scientifically arranged to magnify its effect, financing channel of technological enterprise should be broaden, guarantee and insurance mechanism should be well established to spread risks coupled with innovation.
