摘要
基于系统安全观点的事故因果连锁理论,高校突发事件发生是系统对致灾能量的屏蔽和释放的结果;鉴于突发事件形成的机理,危险源的危险性、防控体系的脆弱性、应急管理能力三方面决定高校突发治安事件发生可能性;综合应用专家会商法、加权平均法、系统安全检查表评价方法,通过高校突发治安事件风险识别建立指标体系、确定各指标权重、专家评分赋值计算各指标风险值,掌控高校突发治安事件风险等级,提出降低风险应采取的措施。
Based on the cause and effect theory of Security accident,the unexpected security incidents are the result of shield and release of the disaster energy in universities. According to the formation mechanism of unexpected security incidents,unexpected security incidents in universities are due to the danger of the dangerous source,vulnerability of the prevention and control systems. By the integrated application of experts consulting,the weighted average method,system security checklist evaluation,index system of college emergent security incidents risk identification can be established. Measures are to be taken to reduce the risk by determining the index weight,calculating the index scores to assign risk value by experts,and controlling the college emergent security incidents risk level.
