摘要
两委制下的村民自治方式已不能很好适应新农村建设发展的需要,改革村民自治方式势在必行。通过对祖国大陆村民自治实践的分析,在与台湾地区村民自治方式对比的基础上,提出完善村民自治方式的建议:推广青县模式,将村党委对村庄事务的直接领导转换成间接领导;加强农村合作社的建设;进一步完善村务监督委员会的组成及监督职能。
The mode of villager autonomy under the leadership of the village party committee and the village committee cannot well meet the needs of the new rural construction. Efforts are under way to reform the current villager autonomy mode. By analyzing and contrasting the innovative practices of villager autonomy in China mainland and that of Taiwan region, the author pmpeses as follows. Qing County Mode should be generalized. Village affairs should be indirectly determined by the village party committee. The con- struction of rural cooperatives should be strengthened. Members of village affairs supervisory organ and its supervision function should be further enhanced.
