摘要
The human capital as a result of human resources development has also become the focus of regional economic competition.The paper based human capital theory investigates the basic question,content and bound of determining regional human resources development level,and establishes the measurement index system index of regional human resource development level,according to measure the accumulation and flow of the regional human capital scientifically and correctly and reflecting the competition superiority of the regional human resources,in order to institute regional human resource development stratagem.
