摘要
教育改革是一项复杂的系统工程,单从宏观层面对教育改革的分析难以回应现实情境下教育改革的诸多问题,因此需要寻求教育改革的微观机制理解复杂的教育改革。克服既有研究的局限,应在方法论上有所突破,将教育改革分为改革评估、改革决策、改革动员和改革执行四个阶段,厘清影响每个教育改革阶段的作用因素,并把握各种因素之间相互作用的复杂机制,构建一个基本的解释与理解教育改革的分析框架,增强对教育改革的解释力。
Educational reform is a complex systematic project. An analysis at the macro level cannot respond to many related issues in the realistic context, therefore, it is necessary to overcome the limitations in the existing researches by finding out the mechanism of educational reform at the micro level, thus making breakthroughs in the methodology. Educa- tional reform should be conducted from the following four phases： evaluation, decision-making, mobilization and imple- mentation. Also, the factors that make impact on each of those phases in educational reform should be clarified, and the complex mechanism by which various factors interact in educational reform should be grasped. It is expected that a basic framework for analyzing and understanding the educational reform can be constructed so as to enhance the power of inter-preting educational reform.
