摘要
创新型企业具有创新性、高收益性、高风险性和持续性等特征。现阶段,我国创新型企业存在的问题是企业创新能力较低,产业素质短期内难以得到快速提升;创新型人才相对短缺;融资难问题仍然没有从根本上解决;中介组织发展不完善。创新型企业应加强创新型人才建设、企业文化建设和制度建设,强化创新意识,增加研发投入,健全创新人才激励和流动机制,加强知识产权保护和宣传力度。同时,发挥政府主导作用,实施创新型企业培育工程和高层次人才建设工程。
Innovative enterprises usually feature innovation, high yields, high risks and persistence. The innovative capability of these en- terprises in China has now been low, making it difficult to promote the quality of industry in short terms. Innovative talents are in short supply. Financing difficulties have not been overcome. And intermediary organizations are not well-developed. The enterprises should in- vest more in building a strong talent pool of innovative talents, corporate culture and in system establishment. They should also intensify the sense of innovation to increase R&D investment, improve the talent incentive and flow mechanism, and enhance intellectual property protection and publicity. Meanwhile, the government should play a guiding role by implementing projects for cultivating innovative enterprises and high-level personnel.
