摘要
近年来,网络已成为公民参政议政的新平台。由于网络的隐蔽性和离散性等结构特征,使以其为载体的网络参政呈现出与现实政治体系不同的失序特征。价值理念失范、程序失范和规范失范是导致网络参政行为失序的根本原因,政府应提升公民网络素养,健全政府网络职能,重塑网络参政规范。
For recent years, network has become into the new platform for the citizens to participate in politics. The network＇ s structural features, such as elusive and discrte types, make it as the carrier participating politics show the disorder features of difference from the real political system. Value concept out of norm, procedure out of norm are the basical reasons that lead to the disorder of network politics ; the government should raise the citizens＇ network literacy, improve the government＇s network functions and remold network politics specifications.
