摘要
在实施创新驱动发展战略的背景下,加快构建一个有利于自主创新的科技计划管理体制和运行机制,成为福建省科技计划管理工作中一项重要而紧迫的任务。在分析福建省科技计划和项目管理存在不足的基础上,提出强化项目顶层设计、明确项目实施主体、提高项目实施质量、促进项目成果转化应用等有针对性的对策建议,为建立一个梯次合理、运转有序、规范高效、客观公正的科技计划管理体系提供参考。
Under the background of innovation-driven development strategy,it is an important and urgent task for Fujian in terms of science and technology plan management to speed up the construction of science and technology plan management system and operational mechanism conducive to independent innovation. Given the insufficient science and technology plan management in Fujian province,a series of targeted proposals,like strengthening top-level design of project,explicating subject of project implementation as well as improving quality of project implementation and promoting realization and application of project achievement,are offered to function as some references for the establishment of a standard and highly-efficient,objective and fair science and technology plan management system with reasonable arrangement and order operation.
