市场经济条件下黄牛改良工作面临着由政策性补贴向有偿性服务转变的挑战。为此 ,甘肃省制订了一系列符合实际的措施 ,使黄牛改良工作得以稳步进行和发展。本文对此进行了归纳总结 ,并提出了进一步持续发展的建议。
