摘要
"先行先试"是地方进行各项制度创新的新名词。运用法学的视角对综合配套改革情境下的"先行先试"法治化模式进行研究,回顾中国改革开放以来的发展成就,对"先行先试"政策有待于法治化进行深层次分析是其首要任务。
The ＂First Exercise and First Try＂ is a new word which appears in some places where governments do vari- ous institutional innovation. In the perspective of law, we research it, which is a ＂First Exercise and First Try＂ legal- ization mode in the context of comprehensive and supporting reform. Reviewing the achievements of China ＇s reform and opening up, we do depth analysis to ＂First Exercise and First Try＂ policy＇s rule of law, because it is the primary task.
