摘要
全球化使全球绝对贫困减少因而不是导致全球贫困的原因。导致全球贫困的成因有多方面,诸如殖民主义、帝国主义侵略;人口膨胀;长期内乱和战争;资本的缺乏、技术的落后、文化素质的低下等等,这是造成第三世界经济不能正常发展的客观原因。而政府治理不当则是部分第三世界国家没有适时改变贫穷落后面貌的主观因素。因此,要缓解全球贫困,其应着眼思考发达国家的通力合作,建立全球社会保障机制。
Globalization is not the reason for global poverty since it has reduced the absolute poverty. There are many reasons for global poverty, such as colonialism and imperialism, population expansion, long-term civil war, capital deficiency, backward technology, lower literacy etc. , which have objectively attributed to the abnormal development of the third world economy. Subjectively, the inappropriate governance by some third world countries＇ government has failed to reduce poverty and backwardness timely. The paper suggests relieving the global poverty by cooperating with developed countries and establishing global social security mechanism.
