摘要
本文探讨我国拥有地方立法权力的城市，它们具有地方性法规、规章的制定权，可以构建相对完整的城市规划地方立法体系。该体系包括基本法规、地方政府规章和市属职能部门等的规范性文件。从城市规划工作的特点分析应包括城市规划的编制、规划管理和信息管理．文章提出应如何构筑市一级城市规划地方立法的基本框架及应注意的三个问题，以维护城市规划法制的权威性，保持城市规划纵向和横向法律关系的协调和充分发挥城市规划地方立法的作用。
This paper firstly analyses the legal source and local legislative power and combing with the professional character of urban planning. Then discusses several issues on how to establish and implement this frame, focusing on how to construct the basic frame of local legislation for municipal urban planning.
