摘要
分析了美国田纳西流域管理局发展壮大的历史进程。通过对田纳西流域管理局立法的重要作用以及责权利的高度统一、政府的服务职能与企业盈利的有机结合、流域与区域管理相结合的管理特点的分析 ,提出了加强黄河治理开发和管理的建议。指出 ,要抓紧制定《黄河法》 ,以规范和调整黄河治理开发中各方面的关系 ;成立高层次的黄河管理委员会 ,真正实现流域管理与区域管理相结合 ;加快黄河治理开发步伐 ,为经济社会协调发展提供可靠保障 ;高度重视运用科学技术 。
The development history of the U.S. Administration Bureau of the Tennessee Valley is analyzed in the paper. Based on the analysis of the important role of the bureau in legislation, the high degree unification of responsibility, power and benefit, the organic combination of government function with enterprises profits, the integration of valley and regional management, recommendations for strengthening the Yellow River harness, development and management are put forward. It is pointed out that 'the Yellow River Law' should be made as soon as possible in order to formulate and adjust relations in various aspects in the Yellow River harness and development; the Yellow River Management Commission of high level should be established to realize the integration of river management and regional administration; the pace of the Yellow River management and development should be speed up to provide reliable support for harmonious development of economy and society; much attention should be paid to application of advanced technology to provide scientific support for the Yellow River harness.
