科索沃战争使国际裁军和军控形势日趋恶化 ,这方面美国负有不可推卸之责。美国用种种借口 ,发展部署BMD (NMD和TMD) ,是营造单极世界的严重步骤。美违反ABM以及参议院拒批CTBT 。
The general situation of disarmament and arms control is increasingly worsened by Kosovo War, for which the United States held unshiftable responsibility. Developing and disposing BMD(NMD and TMD) by using various excuses, was a decisive step toward establishing a unipolar world, as well as violated ABM and the refusal of the Senate of the U.S. to approve CTBT, thus severely damaged the authority and binding force of the international treaties.
