摘要
针对中国目前水资源严重匮乏的状况,阐述了提高农业用水效率的重要性和战略意义,指出中国节水农业技术研究中与国外发达国家之间存在的差距,并对节水灌溉管理中出现的问题,提出宏观上完善法制,微观上合理确定水价格机制等农业节水的主要对策和措施。
According to the situation of severe lack of water resource, mainly throwed lights upon how to improve the efficiency of water usage in agriculture and its strategical meaning and pointed out the difference between our country and developed countries in the process of technological research in water-saving agriculture. Further more, this dissertation, according to the problems in irrigation management of water-saving agriculture, pointed out macroscopically how to perfect the legal framework and microscopically how to properly fix the water price such major countermeasures and measures in agriculture water-saving.
