摘要
统筹城乡医保面临的主要障碍在于对统筹城乡医保尚未形成共识,卫生部门不愿放弃对新农合的管理权。统筹城乡医保已经成为大势所趋。全面实现统筹城乡医保必须统一有关各方对统筹城乡医保的认识,并由国务院对统筹城乡医保尽早作出决策和统一部署。
The main obstructs of integrating the medical insurance system in urban and rural area are as follows： one is that the viewpoints are different to coordinating the medical insurance system in urban and rural area; another is that the ministry of health is not willing to abandon the rights to manage the new cooperative medical service. It＇s a trend to coordinating the medical insurance system in urban and rural area. In order torealize the goal to be mentioned above, it＇s necessary for all of related ministries to come to common opinion about the topic, which should be made as a strategic decision and planning by the State Council as soon as possible.
