摘要
改革开放30年,在市场经济不断渗入和农村土地制度调整的背景下,农村的社会结构发生了很大变化。多中心的乡村治理格局正在成为中国农村社会公共事务管理的主要方式。农村社会组织作为治理活动中的重要主体,在推动农民集体行动和孕育基层民主等方面发挥着关键性的作用。在简要回顾乡村治理变迁历史过程的基础上,结合西北地区一个典型的乡村组织个案,具体阐释农村社会组织在当代乡村治理过程中的社会功能。各类农村社会组织与农村党组织、村民个体等治理主体间合作协商是解决目前乡村社会治理困境的主要出路。
Great changes have taken place in rural social structure with the gradual penetration and the adjustment of rural land system since the reform and opening-up for more than 30 years. The multicenter governance structure is gradually becoming the main method in the management of rural social public affairs. As an important subject in the process of rural governance, the rural social organization plays a crucial role in promoting farmers~ collective actions and nurturing grass-roots democracy. Based on a brief review on the historic process of rural governance, this paper makes a case study on a special rural social organization in the northwest region, and mainly explains the social functions that rural social organization plays in the modern rural governance. Cooperation among all kinds of rural social organiza- tions, rural party organizations and villagers is a major way to work out the dilemma in rural social gov- ernance at present.
