摘要
列宁和普列汉诺夫在党内民主问题上曾发生多次争论。争论的内容涉及党内权力授受关系、党的代表大会的实效性、严格党的纪律与保障党内个体权利的关系、少数服从多数与保障少数的关系等问题,争论的实质是如何处理党内权力与权利的关系。他们的争论对中国共产党发展党内民主的启示主要有:必须维护党的代表大会的权威,进一步完善党的代表大会制度;必须明确党内权力授受关系,尊重党员的主体地位和党员的基本民主权利;必须正确处理民主和集中的关系,维护党的集中统一,严格党的政治纪律。
Lenin and Plekhanov were invoved for many times in the debate over the issue of democracy within the Party.The contents of their arguments touched upon such issues as the succession of power within the party,the effectiveness of the Party Congress,the balance between strict disciplines of the Party and the protection of individual member’s rights,and the relationship between between the majority’s decision and the protection of the minority,and so on.The essence of the debate is in fact how to deal with the relationship between power and rights.Their debate has important implications today to the CPC in developing the intra-Party democracy,with respect to the mandatory maintenance of the authority of the Party’s Congress,further improvement of the system of the Congresses;clear procedures for the sucession of power within the Party,respect for Party members’ subjectivity and their basic democratic rights,correct handling of the relationship between democracy and centralization,maintenance of the centralized and unified leadership of the Party,and strict application of the disciplines of the Party.
