摘要
文章采用线性规划方法构建了方向性生产前沿函数模型,估算了上海市2007年火电行业企业的二氧化碳减排成本。研究发现,个体火电厂之间的二氧化碳减排成本差异比较大,且火电厂机组的减排成本和装机容量大小成正比。平均而言,上海市火电行业的二氧化碳减排成本为234.2元/吨,这相对于全国较高,说明上海市整体火电业发展较为先进,因而减排潜力相对较小。但总体来说,火电行业相对其他如电子器械,纺织服装等行业的减排成本还是比较低,因而有潜力成为二氧化碳交易市场中的排污权卖家。
Using directional output distance fimction, the cost of CO2 emission reduction of conventional thermal power plants in Shanghai in 2007 is estimated. We find that the carbon reduction cost greatly varies among power plants and it is positively correlated with generation capacity. The carbon reduction cost in the power industry in Shanghai is about 234.2 RMB per ton at average level with a bit higher than national level. This is due to the fact that power plants in Shanghai already aggressively employed advanced equipments and therefore the potential for carbon reduction is limited. Comparing to other industries, such as electronic equipment, textile and clothing, the carbon reduction cost of power industry is relatively low. It is reasoned out that power industry possible becomes the seller of carbon credits.
