摘要
发展现代烟草农业是烟草行业持续发展的需要,也是烟农强烈的愿望。"规模化种植"是发展现代烟草农业的必由之路,有必要对烟农种植规模效率及影响因素进行深入研究。从烟农的微观层面入手,通过科学的方法大量调查样本烟农的种植情况,然后以DEA-Tobit两阶段方法为基本工具,建立了烟农种植规模效率的评测模型,探求烟草农业种植规模效率的内在变化规律及影响因素。主要的结论及建议:积极引导烟农以有效率的规模进行适度规模种植;不同地区要定期测评效率规模作为当地适度规模标准;超大面积种植规模报酬递减,要限制烟农选择超大规模种植烟叶;存在5个对种植规模效率有显著影响的因素;要注重提高烟农群体的素质。
Developing modern tobacco agriculture can promote tobacco continuous improvement and meet strong desires of tobacco farmers.Scale cultivation is the only road to develop modern tobacco agriculture.The model to evaluate scale efficiency of tobacco cultivation for tobacco farmers was established by DEA-Tobit two-stage method based on survey data to explore inner change regulation and influence factors of scale efficiency in tobacco cultivation.The results showed that the super-scale cultivation pattern was inapplicability because of decreasing returns to super-scale cultivation.Therefore,the local appropriate scale cultivation standard should be determined according to the evaluation result of local scale cultivation efficiency.Five factors affecting scale cultivation efficiency of tobacco farmers were age,education degree,income from non-tobacco,self-support land and rent of tobacco field.The quality promotion of tobacco farmers should be paid more attention to especially.
