摘要
目的:研究科尔沁区乡镇(苏木)卫生院卫生人力资源配置现状与公平性,阐述其存在的问题,提出解决方案,为内蒙古少数民族地区基层卫生院卫生人力资源合理配置、和谐社会建设和政府决策提供科学依据。方法:采用整群分层随机抽样的方法对科尔沁区乡镇(苏木)卫生院2004-2008五年间卫生人力资源配置情况进行调查,结果采用SPSS15.0软件进行处理。结果:2004-2008五年间科尔沁区乡镇(苏木)卫生院拥有卫生技术人员数稳中有升;本科及专科学历的卫生技术人员学历层次有所提高,但中专及以下学历的卫生技术人员仍然占有较大的比重;高、中、初三级卫生技术人员数量也有所增加,其职称以初、中级为主;31~55岁之间的卫生技术人员占绝大多数。结论:2004-2008五年间科尔沁区乡镇(苏木)卫生院在卫生人力资源配置方面取得了可喜成绩;同时也面临着卫生技术人员缺乏、总体素质不高、技术水平有限、护理资源配置公平性较差等诸多问题急需加以解决。
Objective To explore the status quo and equity of hygienic human resources allocation in township hospitals of Keerqin district,to analyze the existing problems and put forward solutions,so as to provide objective basis for reasonable allocation of personnel resources in public health centers of Keerqin district.Methods Cluster stratified random sampling was used to investigate the personnel resources allocation in villages and towns of Keerqin district during the five years between 2004 and 2008.The results was analyzed with SPSS15.0.The statistical analysis mainly included absolute quantity,mean value,constitution ratio,accumulation percentage ratio.Results From 2004 to 2008 the number of health workers in Keerqin district increased step by step.The number of health workers with educational background of undergraduate and junior college increased,yet those with qualifications of secondary school and under still accounted for a higher proportion.Professional titles of health workers were mainly junior and middle.The majority of health workers was in the group of 31~55 years old.Conclusion From 2004 to 2008,great achievements had been made in health manpower allocation in the public health centers in villages and towns of Keerqin area,but there still existed such problems as lack of medical technician,low quality of staff,limited technical level,and poor equity of nursing resource allocation.
