The choice of target modules for the manpower and educational structures of railway transportation industry in the early 1980s is reviewed. The factors which will affect the manpower and educational structures of the railway transportation industry in the early 21st century are analyzed. The design thoughts of the target modules for the manpower and educational structures of the railway transportation industry in the early 21st century are briefly described.
