摘要
信访制度法制化,不仅是推进社会主义民主法治建设的需要,而且是切实保障公民合法权益的需要,更是加强党政机关作风建设、提高办事效率的需要。目前,中国信访制度主要存在以下问题:信访量连年攀升,总量居高不下;涉法涉诉信访过多,在一定程度上消解了司法权威;信访活动组织化趋势明显;"非正常信访"严重扰乱信访秩序。为了完善现存信访制度,要求各部门做到:改革信访机构设置;改革信访案件处理方式;完善信访制度的程序设计;将涉法涉诉问题从信访受理范围中剥离出去;完善信访工作中的领导问责机制等。
The petition system should come into legal system,which can promote the social democracy and guarantee the lawful rights of citizens.And what＇s more,it can consolidate the style of government and improve its operation.Now in China there exist such problems as petition number going up yearly,so many petitions about law and lawsuit which dissolves the authority of judicature,organized petition; uncommon petition disturbing the usual order.To improve the petition system,petition authority should be reformed,petition system should be bettered; those petitions about law and lawsuit should be away from petition system,and leaders in petition system should be responsible for what they have done.
