摘要
协商民主成为城市社区参与的有效途径,是由城市社区空间、人口等因素及社区事务的性质所决定的,并且我国城市社区具备了公民协商的机制与平台。协商民主需要较多的先置条件,然而对扬州市社区实证调查的结果却表明,当下在城市社区里实施协商民主还存在公共理性不足、公共利益达成困难、居民能力不平等等困境因素。加强竞争民主的建设、建立利益整合机制及公平分配资源是化解这些困境的有效路径。
Deliberative democracy can be an effective approach of community participation. It is determined by the space and population of community and the character of community affairs. Furthermore, our country＇ s city communities are provided with the relevant mechanism and flat roof of public deliberation. Through investigating several communities of Yangzhou city, the empirical results reveals that there are some difficulties in the process of deliberative democracy, such as insufficient public rationality, being difficult to achieve the public interest, inequalities in the capacity of citizens. So it is necessary to strengthen the constructure of competitive democracy, establish the mechanism of interests integration and distribute resources equitably.
