摘要
民国"中山模范县"时期兴起了一场乡村建设运动。在"中山模范县"建制下,主政者围绕政治、经济和文化三个方面内容进行了有益探索。乡村政治建设主要是围绕乡村的政治自治化和民主化进行,采取了设立自治机关、订立自治章则与计划、大力宣传自治、训练与管理自治人员等措施。乡村经济建设主要是以发展农村经济,改善农民生活为主要目标,采取了修筑乡村道路、改善交通条件,改良稻种、猪种,推广优良品种等措施。乡村文化建设主要目标是力图提高村民的文化素质,采取了发展乡村教育,培养乡村建设人材;以及革除社会陋习,提倡新的社会风尚等措施。
There had ever risen a rural construction movement in Zhongshan Model County of Guangdong Province in the republican period. The Government explored mainly focusing on three aspects the political aspect, economic aspect and cultural aspect. The rural political construction centered for political autonomy and democratization, taking some measures, such as establishing self-government authorities, setting chapter and plan of autonomy, promoting autonomy, training and managing self-personnel. The rural economic construction was mainly around the objective of developing rural economy and improving the life of the peasants, taking measures including the construction of rural roads, improving traffic conditions and improving rice varieties, breeds, and other measures to promote improved varieties. The rural cultural construction of Village main objective was to try to improve the cultural quality of the villagers, taking some measures including the development of rural education, training personnel in rural construction, getting rid of bad social customs and promoting new social fashion, and other measures.
