摘要
社区公共服务设施"属地性"是与集约化、社会化相对的概念。社区公共服务设施的"属地性"不仅是配套公建设施经营运作的基本原理,更是社区人文社会价值的重要体现。文章指出我国目前社区配套设施"非属地"现象,分析其原因,提出社区设施"属地化"配置的基本原则并探讨供给方式与规划对策。
The ＂territoriality＂ of community facilities is a concept compared to intensivism and sociality.The ＂territoriality＂ is not only the basic principle supporting the operation of public facilities,but also an important manifestation of the humanity and social values of the community.This paper analyzes the ＂non-territorial＂ phenomenon and its causes,puts forward the basic principles for distributing the community facilities using the concept of ＂territoriality＂,and discusses the corresponding supply mode and planning strategies.
