摘要
目的建立绿色采购政企博弈模型,将相关各方即采购方和政府方的博弈收益进行定性分析,对绿色采购行为进行博弈的演化,得到科学客观的评价结果.方法利用博弈演化理论的复制动态和演化稳定策略计算绿色采购中采购方和政府的行为均衡点.结果验证了演化博弈模型在绿色采购活动中的适用性.当增加采购方对于绿色采购实施情况的奖惩收益,提高政府激励下的社会收益比例,同时降低政策缺失和政策消极时的政府及社会环境的负收益时,政企博弈将会得到双赢.结论初步建立了绿色采购政企博弈模型,证明该模型在绿色采购实施中的实用性.
This paper aimed at establishing a game model for green procurement between the government and the construction enterprises. Through analyzing the evolution of both parties, thus the scientific and objective evaluation results could be obtained. The way of duplicative dynamic and evolutionary stable strategy were applied to calculate the equilibrium point between the buyers and government. The government and enterprises could get a win -win game, only if they increased the purchaser's rewards or punishment when they implemented green procurement, and enhanced the social benefits' proportion under the government incentives, and reduced the negative returns of government and social environment with the policy failures and negativity. The conclusion was that a green procurement game model between government and enterprises could be established and it was effective in implementation.
