摘要
政策执行是政策方案变为政策现实的重要过程。在政策执行中,中央是政策的制定者,民族自治地方是政策的执行者之一,由于双方存在利益冲突且民族自治地方拥有特殊的自治权,导致民族自治地方在执行中央政策时既有法定的变通执行要求,又有为实现自身利益最大化产生的变通执行的愿望。文章从政策执行中中央与民族自治地方的特殊关系成因的分析出发,对政策执行中中央与民族自治地方的关系现状进行分析,指出其不足之处,并提出完善政策执行中中央与民族自治地方关系的路径。
Policy implementation is an important process to change the policy plans into the policy reality. During the implementation of policy, the central committee is the policy-maker, and the national autonomous areas are one of the policy-operators. The conflict interests of the two sides and the special autonomy of the national autonomous areas may lead to such a fact that the national autonomous areas tend to have a legal requirement of the change in implementing the central policy and they also have a wish to change the implementation to realize their own benefits to the full length. This paper is to analyze the current situation of the relationship between the central and the national autonomous areas in policy implementation and point out its shortcomings by probing the underlining causes, putting forth some approaches to perfecting the relationship between the central and the national autonomous areas in policy implementation.
