摘要
分析汕头市近年来推进城市化发展的情况,对照国内外城市化历程,认为汕头市的城市化并不具备一般城市化内涵,属虚假城市化模式,其超越历史发展阶段,是人为因素的产物。这种“极速”城市化可能带诸来多负面效应,如造成严重“城市病”;改变土地用途,促使市区无序扩张;加速农业萎缩和农村环境恶化。为实现汕头城市化,应采取有效措施:1)发展工业和第三产业,创造更多就业机会;2)加强专业技术培训以适应就业需要;3)增加农业投入,促进第一产业发展;4)实行城乡统一规划,实施乡村城市化模式;5)落实计划生育政策,做好社会保障工作。
The article analyzes the development of urbanization in Shantou City in recent years. Contrasting with the course of urbanization at home and abroad, it is considered that the urbanization in Shantou is not provided with the connotation of universal urbanization. It belongs to a false mode of urbanization, for it surpasses the development stage of history and results from man-made factors. This ＂Extreme speed＂ urbanization may lead to some opposite effects in many aspects. For example, it will bring about serious ＂city disease＂, change the land use, spur up urban expansion disorderly, arouse the declining of agriculture, and worsen the environment of the rural areas. For realizing the actual urbanization of Shantou City, some suggestions are brought forward： 1 ） to develop secondary and tertiary industries to create more employment opportunities ; 2） to strengthen the training of specialized technology to meet the needs of employment; 3） to increase the investment of agriculture so as to push up the development of agriculture production; 4） to carry out the integrated planning of the city and the countryside; 5） to implement the policy of birth control, and pay full attention to the improvement of the social guarantee system.
