摘要
大连城市化基本原则的确立以及其基本思路的选择,是建设“大大连”和制定实施“十一五”规划需要研究的重要内容。推进城市化的核心是解决农民问题。如何加快农村富裕劳动力的转移,是城市化面临最大的难题。推进城市化要充分发挥市场机制的主导作用,创造更多的非农化就业机会,解决农民进城就业问题。推进城市化要注重土地资源的利用效益。
The establishment of Dalian urbanized basic principle and the choice of its basic thought are important researched content of “Great Dalian” constructing and “The Eleventh Five Year” progran constituting and complementing. To advance the city evolvement, the very core of the subject is the matter of farmers. How to accelerate the move of surplus labor in countryside, that is the most difficult problem. To carry out the process of urbanization, we should bring into play the function of market force, create more opportunities of obtain employment out of agriculture, Solve the farmer＇s problem of obtain employment in city. To carry out the process of urbanization, we should think much of efficiency of land resource using.
